This release fixes a configuration issue when pulling data from rWeb.

- Director now provides Prometheus metrics for a number of components.
Enhancements
- A copy of the software licenses for all components that are packaged or linked against in Director are now included on the filesystem under
/opt/riorey/share/licenses. - The new metrics data from Prometheus metrics is also packaged into support uploads for better troubleshooting.
- Updated multiple software libraries and packages.
Bug Fixes
- Changed internal DNF repo management so repos don't accidentally get re-enabled unintentionally during an upgrade.
- Improved resilience of a database migration script.
